Hello Anderson,
I will try and answer you if I can.
In a ring game or tournament the first to act is the small and big blind.
The small blind is usually half of what the big blind is, the point of having blinds is to ensure there is action in ever game.
Technically, the person who is directly left to the big blind is the first to act as the blinds are not volunteer.
The first to the left of the dealer is the small blind, the person directly to the left of the small blind is the big blind and the first to act in a game would be the person directly to the left of the big blind.

| Only thing I can add to above answer is that the hand (still in play) first to the dealers left is the one to start after the flop. (the small blind if it has not folded) |
